General Flood Advisory Under present weather conditions, At 3:00 AM today, the center of the eye of Super Typhoon "FRANCISCO" {MEKKHALA} was estimated based on all available data at 420 km East of Aparri, Cagayan (18.5°N, 125.6°E) with maximum sustained winds of 185 km/h near the center and gustiness of up to 230 km/h. It is moving West Northwestward at 10 km/h. Southwest Monsoon affecting Southern Luzon, Visayas, and Mindanao. The 12-hour rainfall forecast is Light to moderate rains and thunderstorms. WATERCOURSES LIKELY TO BE AFFECTED : + **Cebu** - Rivers and its tributaries particularly Kotkot, Mananga, Guinabasan, Balamban and Sabangdaku. + **Siquijor** - All rivers and its tributaries + **Bohol** - Rivers and its tributaries particularly Inabanga, Ipil, Matulid, Loboc and Abatan. + **Negros Oriental** - Rivers and its tributaries particularly La Libertad, Tanjay, Candugay, Siaton, Cawitan, Sipocong, Bayawan, Pagatban and Lower Tabanan. People living near the mountain slopes and in the low lying areas of the above mentioned river systems and the **Local Disaster Risk Reduction and Management Councils** concerned still advised to take necessary precautionary measures.
