General Flood Advisory (Final) Under present weather conditions, At 3:00 AM today, the center of Severe Tropical Storm "FRANCISCO" {MEKKHALA} was estimated based on all available data at 400 km Northeast of Itbayat, Batanes (23.0°N, 124.9°E) with maximum sustained winds of 100 km/h near the center and gustiness of up to 125 km/h. It is moving North Northeastward at 15 km/h. Southwest Monsoon affecting Luzon and Visayas. The 12-hour rainfall forecast is light rains and thunderstorms. WATERCOURSES NO LONGER TO BE AFFECTED : + **Ilocos Norte** - Rivers and its tributaries particularly Bulu, Banban, Bacarra-Vintar, Laoag and Quiaoit. + **Ilocos Sur** - Rivers and its tributaries particularly Lower Abra, Silay-Sta. Maria, Buaya, and Amburayan. + **La Union** - Rivers and its tributaries particularly Amburayan, Baroro, Lower Bauang and Aringay. + **Pangasinan** - Rivers and its tributaries particularly Balincaguing and Alaminos. With this development and unless significant rain occurs, this is the final general flood advisory for this event.
