Elm St between 14th and 15th Ave N is closed (Fargo). Storm sewer pump stations are beginning to operate (Fargo). * ADDITIONAL DETAILS... - At 11:15 AM CDT Thursday the stage was 17.5 feet. - Forecast...The river is expected to rise above flood stage just after midnight tonight to a crest of 18.4 feet early Saturday morning.
